Like all Mystery Bags you can send them to your friends.
Then open them in the ZMC (Message Center).
The difference with these Mystery Bags, as opposed to other Mystery Bags, is that there is no special loot (to the best of my knowledge). These Mystery Bags contain power packs that refill your stamina and health.
I thought these Mystery Bags looked cool but I can take or leave the health and stamina refills.
